Implementation of Electronic Preferential Certificate of Origin (e-PCO)  

Effective 1st January 2013, all application of Cost Analysis (CA) and Preferential Certificate of Origin (COO) with Ministry of International Trade and Industry, Malaysia (MITI) will be fully operate through e-PCO system (Electronic Preferential Certificate of Origin). On top of this, DagangNet has informed that they are ready to implement the said system 100% starting from Year 2013. 

The MAIN OBJECTIVE of the system is to simplify and expedite the application process of CA & COO. The said e-PCO system will facilitate MITI in terms of processing the applications, reduce manual applications which consume a lot of papers. 

Full implementation of e-PCO system on CA & COO application for export or re-export of goods will involve the following SCHEMES: 

  1. Generalised System of Preferences (GSP)
  2. ASEAN Trade In Goods Agreement (ATIGA)
  3. ASEAN-China Free Trade Agreement (ACFTA)
  4. ASEAN-Korea Free Trade Agreement (AKFTA)
  5. ASEAN-India Free Trade Agreement (AIFTA)
  6. ASEAN-Australia-New Zealand Free Trade Agreement (AANZFTA)
  7. Malaysia-New Zealand Free Trade Agreement (MNZFTA)
  8. ASEAN-Japan Comprehensive Economic Partnership (AJCEP)
  9. Malaysia-Japan Economic Partnership Agreement (MJEPA) &
  10. Malaysia-Pakistan Closer Economic Partnership Agreement (MPCEPA)

Manual applications are only allowed in the following circumstances: -

  1. On-line system (here refer to e-PCO) stalled more than 4 hours of the day
  2. No electricity supply for the day (with confirmation from TNB)

The e-PCO system will have a PROMOTION CAMPAIGN running from 1 May 2012 until 31 October 2012. During this period, new e-PCO customers will enjoy FREE Registration. Otherwise, registration fee will be RM500 for corporate customers and RM200 for SME.
